Fenghuang County£º36Preferential Policies for Investment
To promote industrial transformation and upgrading, make a prosperous land for investment, and drive high-quality economic development, Fenghuang County, by the provisions of central government, provincial and state government, hereby formulates and releases 36 preferential policies to attract investment.
I. Preferences Policies for Industrial Enterprises
Article 1:Industrial enterprises, which have invested in Fenghuang County, shall be settled in the Fenghuang Industrial Development Zone. For industrial enterprises,with investment in fixed assets of over 20 million yuan excluding the price of land, investment intensity no less than 1.2 million yuan/mu, output value no less than 2 million yuan/mu, and tax revenue no less than 200,000 yuan/mu, we return part of the land tax concession to the enterprises after purchasing land in the Fenghuang Industrial Development Zone.For industrial enterprises, whose annual output value reaches 30 million to 50 million yuan, we return 15% of the land tax concession in three years from the date of production.For industrial enterprises, whose annual output value reaches 50 million to 100 million yuan, we return 30%. For industrial enterprises, with an annual output value of over 100 million yuan, we return 50%.
Article 2: For industrial enterprises, with an annual output value of 20 to 50 million yuan,we return 40% off the county portion of tax revenue three years from the date of production. For industrial enterprises, with an annual output value of 50 million yuan to 100 million yuan, we give 60%. For industrial enterprises, with an annual output value of 100 million yuan to 200 million yuan,we return 80%. Forindustrial enterprises, with an annual output value of over 200 million yuan, we return 100%. However, enterprises that have negotiated?specifically are not entitled to this article.
Article 3:For enterprises, with an annual output value of no less than 15 million yuan/1000m2 and annual tax payment of no less than 200,000 yuan/1000m2,which build the standard factory in the Fenghuang Industrial Development Zone, we have aPay and Return Policy (namely, we give 3 years rent-free and 50% off in the following two years). For the large-scale enterprises, with the one-time investment in fixed assets up to over 100 million yuan,we give a cost price if they build the standard factory in the Fenghuang Industrial Development Zone.
Article 4: For senior managers ofthe industrial enterprises, who paid over 10 million yuan tax annually, we return 100% of the county portion of individual income tax (also known as IIT)three years from the date of production,and 50% in the following two years. This policy applies to allsenior managers in one enterprise, butwe give each enterprise a maximum of 500,000 yuan.
II. Preferential Policies for Agricultural Enterprises
Article 5: State-level, provincialand central government¡¯s leading agricultural enterprises engaged in planting and breeding, with an investment of over 10 million yuan,can use rural collective land legally by the collective land conversionpolicy. For agricultural enterprises, with intensive cultivationof over 500 mu and intensive aquaculture of over 200 mu, we give the land transfer fees at 100 yuan/mu subsidiary for 2 years.
Article 6: For new businesses engaged in agricultural production except for the forestry business, provincial commercial banks and insurance companies approved by the China Banking Regulatory Commission (also known as CBRC) provide agricultural productionand management loans with discountsless than 1 million annually.
III. Preferential Policies for Cultural, Tourism, and Recreational Groups
Article 7:For world-known hotels, such as InterContinental Hotels Group, Wyndham Hotel Group International, Marriott Hotels, Hilton Group, Accor Group, Starwood Hotels Group, Carlson Hotels International, Hyatt Hotels Group, and other hotels stationed in Fenghuang, we give 2 million yuan/yearfor brand maintenance 3 years after the hotel¡¯s official operation. For guesthouses, settled outside Fenghuang¡¯s old town, we give 10,000 to 30,000 yuan for each building for 3 years after being rated by the official government. For the featured guesthousesand star-level village households, we give a 50,000 to 100,000 yuan award after being rated by the provincial government or the central government.
Article 8: For new high-standard tourism enterprises, with an investment of over 300 million yuan, land cost of over 100 million yuan, we give 20 million to 50 million yuan one-time reward after foundation and paying taxes and becoming an independent legal entity in Fenghuang County. When the enterpriseshave applied all the formalities and started building, we give 50% of the award. After the completion of main buildings, we give another 40%. When the enterprises start running, we give the rest 10%. For the enterprises or projects in the scenic area,whichhave been built for over 5 years, directly created 200 jobsor indirectly created 1,000 jobs, paidover 100 million yuan taxes, and made outstanding contributions to the Fenghuang tourism, we award 30 to 50 million yuan after the application of the enterprises or projects and the approval of the government. For the managers or investors of a tourism-related enterprise, who have paidover 200,000 yuan IIT, we returnpart of IITeach year.
Article 9: For leisure resortsand folk arts organizers with fixed assets of over 50 million yuan, or folk productsfactories, cultural and creative enterprises with fixed assets of over 20 million yuan, we return some taxes for three years paid to the county. For the administrative fees,the enterprises shall pay to us then we will return 50% of the county portion by the Pay and Award Policy.
Article 10:For social capitals, that plan to build medical services, healthcare institutions, rehabilitation facilities, convalescent hospitals, and childcare institutions, with over 20 million yuan investment, we give 300,000 yuan. Among them, for thoserated as secondary-level and third-level general hospitals, we give extra 200,000 yuan.
IV. Preferential Policies for Trade and Logistics
Article 11:For new warehousing and logistics projectswith over 10,000 m2, whose landsarebought from bidding, auction, and listingfor industrial use, the price of land transfer is for industrial use.
Article 12:We support the development of cold-chain warehousing and logistics services. For County-level e-commerce logistics, who can attract over 10 local logistics and its waybill uses our county logistics center¡¯s cloud warehouse system and distributes toour county e-commerce logistics station, village or community station,and with overannual 3.6 million waybills, we give 1 million yuan annually. With less than 3.6 butmore than 2.6 million waybills annually, we give 400,000 yuan.And with an less than 2.6 butmore than 1 million waybills annually, we offer packaging box funds for 600,000 yuan.
Article 13: We support the development of livestream e-commerce centersand public livestream. For livestream e-commerce centers,which have invested 2 million yuan except for infrastructure costs in the last three years and the livestream sales of Fenghuang County¡¯s agricultural productsreached over 10 million yuan, and introducedover 5 livestream companies, wewill consider the company¡¯s tax payment and give each centerannually 50,000 yuan less than 3 years.
V. Preferential Policies ForOther ImportantIndustries
Article 14:For the world's top 500, China's top 500, top 500 private enterprises, or enterprises investedover 100 million yuan, whichappliestoour industrial policies, we can negotiate specifically. These industries exclude real estate, trade complexes, and commercial and residential complexes.
Article 15:For foreign enterprises which invested every US 1 dollar by the State Administration of Foreign Exchange, we give 0.2 yuan with oneprojectno more than 2 million yuan.
Article 16: We pay special attention to the development of foreign trade enterprises. For foreign trade enterprises that develop at a high pace, if imports and exportssales are less than 500,000 dollars, we give 20,000 yuan; if 500,000 to 1 million dollars, we give 50,000 yuan;and if over 1 million dollars, we give 100,000 yuan. For other foreign trade enterprises with import and export sales over 500,000 dollars (agriculture products with special characteristics unlimited), we give 0.03 yuan for every 1 dollar for general trade and processing trade, and 0.06 yuan for 1 dollar for Agriculture products with special characteristics (here please refers to customs statistics), with one enterprise no more than 2 million yuan.
Article 17: For enterprises¡¯ headquartersthat isthe type of Headquarters stipulated in Chapter 2 of Hunan Province¡¯s Implementation Policies and Measures to Promote Investmentand their registration, the flow of funds, and tax paymentare in our County, we return 80% tax paid outside the county, 50% paid to our county for three yearsif their taxesare over 2 million yuan. And we give 50% in the next year and 30% in the third year.
VI. Preferential Land Policy
Article 18: For new service, tourist, and related enterprises with fixed assets of over 100 million yuan,whose property rights haven¡¯t been divided or sold,we give the land transfer a cost price or negotiate specificallyif the land price is not higher than the urban state-owned land¡¯s cost price. Meanwhile, we return some land transfer income. That is to say after we give the costs and special funds to the higher-level government,we return some of land price income to the enterprisesto build infrastructure, purchase equipment and facilities.
Article 19: Forour county¡¯s important industrial projects, whose land meets thegovernment demand and does not change the land use, with new technologies or new ways to make the intensity of existing industrial land-useor floor area ratio increased, we will not charge extra land transfer fees
Article 20: The land of our county¡¯simportant industrycan be supplied flexiblyby the Implementation Measures on Fenghuang County¡¯sFlexible Supply of Industrial Land (Trial)[see Phoenix Government Office [2022] No. 9]
Article 21:For the Land to build investment projects that are non-profit or meet public welfare requirements in the Catalogue of Allocated Landcan be supplied by allocation. Those Landthat is profit-making and different fromthe Catalogue of Allocated Land shall be supplied by land transfer. For industrial projects whose land is economic-friendly and intensive, we give a referential price for the land transfer, if the price is no less than 70% of the National Minimum Price for Industrial Land Transferafter the land cost, the pre-built cost, and the fees have been charged.
VII. Fiscal and Financial Referential Policies
Article 22: For our county¡¯s important industrial projects,which are under construction,we reduce the urban land-use tax. Besides those fees stipulated in-laws and regulations, no other fees shall be charged. Ifthe fees are in a range,we refer to the lower standard.
Article 23: For the listed enterprises, wenot only give the reward of higher-level government, but also 3 million yuan to the enterprises listed on the main board (China's NYSE-like Growth Enterprises Board), 2 million yuan on the Small and Medium-sized Board, Growth Enterprise Board (China's Nasdaq-like Growth Enterprises Board),Hi-tech Broad, and the North Exchange, and 1 million yuan on the New OTC market.
VIII. Preferential Policies for Talents
Article 24:We want to attract and retain talents. For managers and technicians of foreign-invested enterprises, who pay IIT over 100,000 yuanin the county, we return 80% of the IIT paid to our county for transportation, housing subsidy, and other cost-of-living expenses in the county.
Article 25:We remove the restrictions on the settlement of employees of invested enterprises and their spouses, children, and family members. Only if they are willing to settle down, we guaranteethey can settle down in time. Those who hold residence permits share equal rights with local residentsin medical, education, social security, and other public services.
Article 26: For employees who have signed a labor contract with an enterprise for over one year and participated in job training and obtained job qualification certificates or a grading certificate, a certificate of specialist or a certificate of professionaltraining, we return 50% of the training fees. For enterprises who hireemployees with employment difficulties, signa one-year contract, and pay social insurance premiums (namely, basic pension insurance premiums, basic medical insurance premiums, and unemployment insurance premiums), we give subsidies.
IX. Preferential Policies for Brand Building
Article 27: We encourage brand building. We encourage investment enterprises to innovate independently and develop their brands. For enterprises that have newly obtained well-known trademarks authenticated by the Chinese Intermediate People¡¯s Court, famous trademarks authenticated by City People's Government, geographical trademarks, Chinese old brands, Hunan old brands, and trademarks registered in the Madrid System, we give 30,000 to 200,000 yuan. Among them, we give 200,000 yuan to well-known trademarks, 100,000 yuan to famous trademarks, 100,000 yuan to Chinese old brands, 50,000 yuan totrademarks registered in the Madrid System, 50,000 yuan to Hunan old brands, and 30,000 yuan to geographical trademarks.
Article 28: We inspire enterprises tobuild scenic spots. For newly-rated national 5A, 4A, and 3A tourist scenic spots, we give 500,000 yuan, 300,000 yuan, and 100,000 yuan for each. For newly-rated national and provincial tourist resorts, we give 500,000 yuan and 300,000 yuan.
Article 29: We support the development of tourism-related enterprises. For the tourism enterprises with new-rated national or provincial rural tourist villages, we give 200,000 yuan or 100,000 yuan accordingly. For villages or companies with new-rated five-star or four-star rural tourism areas, we give 100,000 yuan or 50,000 yuan. For the new-rated five-star, four-star, and three-star tourist hotels, we give 500,000 yuan, 300,000,or 100,000 yuan. For the new-rated national A and B tourist guesthouses, we 100,000 yuan or 50,000 yuan. For the new-rated one-star, two-star, three-star, four-star, and five-star local travel agencies, we give 50,000 yuan, 100,000 yuan, 150,000 yuan, 200,000 yuan,or 300,000 yuan.
Article 30: We support the development of e-commerce enterprises. For enterprises that have won the title of national and provincial typical e-commerce enterprises, we give 300,000 or 200,000 yuan. For those that successfully applied for the provincial e-commerce certificates, we give 30,000 yuan.
X. Rewards for Investment Attraction
Article 31: The first investor who directly investedin the agriculture, trade, logistics, cultural, tourist, and high-tech industry excluding real estate, and makesgreat contributions to the local revenue, we awardsome of the value of fixed assets as follows. For the value of fixed assets from 10.1 million to 20 million yuan, we give 50,000 yuan. For 20 million to 50 million yuan, we give 100,000 yuan. For 50 million to 100 million yuan, we give 150,000 yuan. For over 100 million yuan, we give 1.5¡ë of the value of fixed assets with no more than 1 million yuan.
Article 32: For the world's top 500 enterprises, China's top 500 enterprises, and private top 500 enterprises invested in our county, with reference to Article 31 and theirvalue of the fixed assetsover 50 million yuan, we give the award as Article 31 stipulated and extra 200,000 yuan, 150,000 yuan,and 100,000 yuan accordingly.
Article 33: We have the Outstanding Contribution Award for investment attraction. For the individuals, enterprises, or chambers of commerce, who have made significant contributions to our country¡¯s investment attractionor are recognized by the County¡¯s Investment Attraction Office, we give extra rewards.
XI. Policy on the Business Environment
Article 34: We thinkall industries and fields that are not explicitly prohibited by laws and regulations shall be open for invested enterprises. We guarantee that enterprises have equal rights in market access, resource allocation and government management, etc.
Article 35: We provide a full service to important investment projects. Our county will arrange a county-level officer, the department of investment,a team of investment attractions, a discipline inspector, a police officer,and a contact person to cooperate with the investors. For the investor¡¯s reasonable demands, we require our staff totake action and meet the requirements in two working days as much as possible.
Article 36: We protect the investor¡¯s legitimate rights and profits, and also punish the illegal acts that may violate the investors¡¯interests. We protect the investment entrepreneurs¡¯personal safety and legitimate properties and try to create aninvestment environmentwith safety, civilization and nomocracy. Anyinvested-related departments that have been complained by the investors over 3 timesshall be disqualified from rewardsand none of the staff in the department rates excellent. And we may ask the staff to take responsibility if losses are caused.
These preferential policies shall be implemented from the date of release. Investment projects signed from this date on refer to these policies, while the investment projects signed before the date of release refer to the preferential policies regulated at that time. Investment projects we have negotiated specifically will not refer to these preferential policies. If investment projects meet more than one article stipulated in these policies, we only give the reward once in maximum. If there are other related policies formulated by our county, please refer to these policies. If there are other related policies formulated by the central government, Hunan province, or other higher-level government departments, please refer to the regulations of higher-level government departments.
Fenghuang County¡¯s Investment Promotion Office reserves the right to the final interpretation of the above policies.
